NOTIFICATION:
If you are registered in the Municipal Public Registry of Protected Housing Claimants of San Fernando, we remind you that within three years your registration expires, so you should be interested in its renewal by going to our offices.
Likewise, if you are not registered yet and wish to apply for Protected Housing, you can go to our offices to register.
REGISTRATION PROCEDURE
The first step will be to complete the application forms with the corresponding information and signatures, providing in turn the relevant documentation, depending on the circumstances of each case. In the links at the bottom of the page you can download the information, the application, or the declaration of income responsible. In turn, you can pick them up at the headquarters of ESISA, is Av. San Juan Bosco nº46, of San Fernando, Cádiz.

The Protected Housing Claimants Registry is the mechanism that regulates the adjudication of protected housing, both public and private initiative. As a general rule, to be able to access a protected home in the city, it is a prerequisite to be registered in the Claimants Registry. Said Registry is permanently open, that is, there is no deadline to register, either for new registrations, as for modifications, updates, or cancellations.

They may request the registration as a claimant of protected housing in the Public Registry of Claimants, individuals of legal age who are interested in residing in the municipality. When several people form a family unit or a unit of coexistence they will present a single application signed by all the adults.

The application will be presented in paper support and before the Public Registry of Claimants located in the municipal company “Empresa de Piso Isleña, SA” (ESISA).

In accordance with the data protection regulations, the standardized request model will clearly inform the applicant of the use that will be given to personal data.

The application, which will be provided through the corresponding standardized model, will include the following data and documentation of the applicant, or of the members of the family unit or living unit:

a) Name and surname, sex, nationality, number of national identity document or, where appropriate, of the identification document that is legally applicable, date of birth, domicile and, where appropriate, email of the natural person requesting registration in an individual capacity, and of all the members of the family unit or coexistence unit.

b) In the event that the application is submitted by the family unit or the unit of coexistence, it will be accompanied by a responsible statement on the composition of the aforementioned units.

c) Even if it is not a requirement for the admission of the application, it will be justified, if applicable:

- Registration of the applicant in San Fernando.

- Permanent labor relationship with the municipality.

- Situations of return of emigrants or former residence with intention of return.

d) Documentation that justifies the inclusion, where appropriate, of the applicant in a quota or special protection group in accordance with Andalusian housing plans and these regulations.

e) Annual income calculated in accordance with the provisions of the corresponding housing plan.

f) Statement responsible for not having full ownership of a protected or free home, or being in possession of it under a real right of enjoyment for life, or reasons that justify the need for housing in accordance with the exceptions provided in the current regulation of protected housing.

g) Declaration of the applicant's interest of residing in other municipalities and, if applicable, declaration of having submitted other applications in the corresponding Public Claimants' Registries. In these cases, it will be stated if the request is preferred.

h) Access regime to the one who chooses: property, rental or rental with purchase option. More than one regime may be indicated in the application simultaneously.

i) Number of bedrooms of the housing that it demands, in relation to the family unit of coexistence.

j) Need for adapted housing.

Requirements

You cannot be the owner of full ownership or have a right of life for a home, except in special cases such as people who need a home adapted to their family circumstances, due to increased family composition, disability of reduced mobility or unforeseen dependence ; victims of gender violence or terrorism; relocations as a result of rehabilitation actions or from catastrophic situations so declared. In these cases they have a deadline to transmit the house for up to six months after receiving the keys of the new one.

Comply with minimum and maximum annual income, which will be established in each case, depending on the protected housing regime implemented.

Required Documentation


Copy of the ID or identity document that comes from the natural person requesting registration and, where appropriate, of all members of the family unit or living unit (family book in case of minors).
Copy of the income tax return (IRPF) in case you are required to submit it. If you have no obligation, the certificate of working life and the certificate of income (Certificate of withholdings and payments on account, certificate of pension, certificate of benefits, or other document accrediting the income of the last full year) will be presented.
In case of belonging to a special protection group (under 35, over 65, people with disabilities or reduced mobility, separated or divorced persons, Social Exclusion victims of gender violence or terrorism, dependency situation, large families, single-parent families ...) the corresponding accreditation will also be attached.

Justification of the need for housing, either for housing in a situation of ruin, pending eviction. Accommodation with other relatives, inadequate pro surface housing, high income in relation to the level of income, need for adapted housing, precariousness, formation of a new family unit or others.
