New PESISA has been working since its creation focused on the development of a competition of the City Council. Therefore, in addition to its recognized activity as a public housing developer, ESISA is a commercial company with the character of a contracting authority under the Public Sector Contract Law, which it lends on behalf of the Hon. City Council a public social service for assistance, advice and processing of all types of files related to housing whether it is protected or not, as well as other real estate and land.
The management of this municipal competence, through the creation of a new specific Municipal Delegation of Housing and Rehabilitation has been executed by the company to date with its own personnel and resources, basically consisting of the provision of the following services:
* Single municipal housing and rehabilitation window.
* Legal assistance service to the owner and the tenant.
* Technical assistance service to the tenant.
* Social assistance service for families with housing related problems.
* Economic and financial service.
* Service management and processing of rehabilitation aids.
* Direct management of the Municipal Register of Protected Housing Claimants.
* Mediation program for social housing rental.
* Processing of aid for the payment of rent and of special urgency.
* Drafting and updating of the Municipal Housing Plan.
* Management and administration of the own park of social rental homes.
* Underground parking plan.
* Relocation of the Municipal Dependencies.
* Industrial land development.- Fadricas II.
* Constitution and maintenance of municipal participation in the Sociedad de Gestión San Carlos, SA (Sogescar).
* Transformation of the Infravivienda.
* Other related procedures: From the same Local Housing Office, in addition to the basic tasks of advice and assistance to citizens in housing-related matters, the files of aid for access to housing, such as direct aid, are also processed. upon entry and subsidization of the mortgage for the buyers of officially protected Housing, and the processing of all documentation for the granting of authorizations for the occupation of buildings and homes.
- The San Fernando City Council is the owner of the described services that are provided and managed through its ESISA instrumental company, so that the entire activity of this fully municipal company is considered of general interest.
